that was a bit messy - must have been other perps?  Could have used some additional marked/lighted units just to keep the public out of the way.

Thanks to the driver failing to turn down the music and thus muting the audio  it’s hard to be sure, but I think the suspect refused to let go of the dog, and they were trying to get them separated.
